The European Chemicals Agency (ECHA) has opened consultations for harmonised classification and labelling (CLH) under the CLP Regulation for several substances. These consultations provide an opportunity for stakeholders to review and comment on proposed classifications for various hazard classes.

The Classification, Labelling and Packaging (CLP) Regulation ensures that hazards associated with chemical substances are consistently communicated across the European Union. Open CLP Regulation Consultations

The following substances are currently open for consultation under the CLP Regulation. Interested parties are invited to submit comments on the specified hazard classes:

Recently Opened CLP Consultations

  1. Aluminium Phosphide (EC: 244-088-0, CAS: 20859-73-8)

    • Hazard classes: Acute toxicity (inhalation, dermal, oral)

    • Consultation period: March 3, 2025 - May 2, 2025

  2. Trimagnesium Diphosphide/Magnesium Phosphide (EC: 235-023-7, CAS: 12057-74-8)

    • Hazard classes: Acute toxicity (inhalation, dermal, oral)

    • Consultation period: March 3, 2025 - May 2, 2025

  3. N,N-dicyclohexylbenzothiazole-2-sulphenamide (EC: 225-625-8, CAS: 4979-32-2)

    • Hazard classes: PBT/vPvB (Persistent, Bioaccumulative and Toxic/very Persistent and very Bioaccumulative)

    • Consultation period: February 21, 2025 - April 22, 2025

  4. 2,3-epoxypropyl neodecanoate (EC: 247-979-2, CAS: 26761-45-5)

    • Hazard classes: Carcinogenicity

    • Consultation period: February 17, 2025 - April 18, 2025

How to Participate in CLP Regulation Consultations

Stakeholders can submit:

  • General comments on substance identification, physicochemical properties, and data sources

  • Specific comments on the hazard classes open for consultation

  • Additional relevant data supporting or challenging the proposed CLP classifications

All comments must be submitted before the specified deadlines. Comments received after the deadline will not be included in the Response to Comments table and will not receive a response from the dossier submitter or the Committee for Risk Assessment (RAC).

Important Notes on CLP Regulation Procedures

  • Consultations close at 23:59 Helsinki time (EET) on the specified end date

  • For substances with no current entry in Annex VI to CLP that are active in plant protection or biocidal products, all hazard classes with appropriate assessment are open for comment

  • For updates to existing entries in the CLP Regulation, only hazard classes with proposed amendments are open for comment
